ThedeclarationwillallowtheFederalEmergencyManagementAgency(FEMA)tostepinandprovideassistanceafterasewerlinecollapsedinJanuaryanddumpedmillionsofgallonsofrawfilthintothewateroutliningthenation’scapital.
“ThePresident’sactionauthorizesFEMAtocoordinatealldisasterreliefeffortstoalleviatethehardshipandsufferingcausedbytheemergencyonthelocalpopulationandtoprovideappropriateassistancetosavelives,toprotectproperty,publichealthandsafetyandtolessenoravertthethreatofacatastrophe,”FEMAsaidinastatement.
